The impact of economic sanctions on international contracts: primary and secondary sanctions focus: the effects of restrictive measures adopted against the Russian Federation

Pubblicazione legale: The events surrounding the conflict between the Rus- sian Federation and Ukraine and the subsequent adoption, notably by the European Union, of a wide range of restrictive measures against Russia, have brought to the fore the subject of economic sanctions and their effects on the performance of international contracts. The article aims to explore the distinction between so- called ‘‘primary sanctions’’ and ‘‘secondary sanc- tions’’, and to provide an overview of the different implications that each of these two categories of restrictive measures may entail for European economic operators in the performance of contractual obliga- tions, with particular reference to the effects on con- tracts concluded by European entities with counterparties established in the Russian Federation.
